I have been victimized and brutalized at the hands of JOSEPHINE COUNTY SHERIFFS DEPUTY SEAN RAREY and JAMES GEIGER..

You have in your possession a U.S.P.O Registered Article No RR
487 237 600 US of Affidavit of Conditional Acceptance REQUEST FOR PROOF OF CLAIM mailed to you on January 5th, 2010.

Amongst other legal matters, it outlines the facts concerning the crimes committed by Deputy RAREY, against me,

To begin with, I, Raymond Ronald Karczewski©, a Living, Breathing, Flesh-and-Blood, Sentient, Natural Man of the Sovereign People follow God's Law, not the Law of Mammon. I am not a Person, as defined and referred to via the Corporate policies of the STATE OF OREGON in their Vehicle Code. I am not the artificial corporate entity, the JURISTIC PERSON created by the STATE, whose name is spelled in all capital letters, the Trademark/tradename over which I am Creditor, Secured Party, and Holder in Due Course with supreme Claim over such Common Law Copyright Trademark/tradename.

You already have access to my UCC-1 Financial Statement which severs the nexus between the Living man and the Government created Fictitious entity. You also have the HOLD HARMLESS AND INDEMNITY AGREEMENT NO: RRK-050302-HHIA, dated the Third Day of the Fifth Month in the Year of Our Lord Two Thousand and Two filed with the JOSEPHINE COUNTY CRIMINAL COURT CLERK'S OFFICE. I, this Living, Breathing, Flesh-and-Blood, Sentient, Natural Man of the Sovereign People am therefore beyond the JURISDICTION of such corporate policies which regulate Traffic (Commerce) over government created corporate subjects. Government, a creation can never be greater than its Creator, the Sovereign Man., .

I bring your attention to the following ORS Statutes.

Oregon Revised Statute 164.395 defines Robbery in the third degree. (1) A person commits the crime of robbery in the third degree if in the course of committing or attempting to commit theft the person uses or threatens the immediate use of physical force upon another person with the intent of: (a) Preventing or overcoming resistance to the taking of the property or to retention thereof immediately after the taking

RAREY AND GEIGER, two "PERSONS" acted under Color of Law, NOT Constitutional Law or Common Law, unlawfully impounded/pirated my Piaggio Motorscooter on a bogus citation. See: Cite: 14709

153.990 Penalty for false certification. Any person who in connection with the issuance of a citation, or the filing of a complaint, under this chapter, knowingly certifies falsely to the matters set forth therein commits a Class A misdemeanor. [1981 c.692 §14; 1999 c.1051 §31]

Deputy RAREY deliberately falsified information on the Citation when he listed the location of the impound/theft as Hwy 199/RockyDale Dr. as the motorscooter was impounded on PRIVATE PROPERTY of the Shady Acres RV Park. This was done to cover up the fact that he was impounding the motorscooter from PRIVATE PROPERTY, where he has NO JURISDICTION to do so. There was no contact made with either officer on the Hiway..When this was brought up to Deputy Geiger, he claimed they had 1 year to act on seeing the motorscooter on the highway.

811.175 Violation driving while suspended or revoked; penalties. (1) A person commits the offense of violation driving while suspended or revoked if the person does any of the following:

(a) Drives a motor vehicle upon a highway during a period when the person’s driving privileges or right to apply for driving privileges have been suspended or revoked in this state by a court or by the Department of Transportation.

As Indicated, I am not a PERSON as defined by such Corporate STATE policies. The Registered Article of Proof of Claim accompanied by affidavit sent you on the 5th requires that you respond point by point to the 23 questions of JURISDICTION. Such repeated Commercial Defaults by you and your predecessor CLAY E. JOHNSON, stands as Truth that I am not the Person referred to in the Statutes.

(c) Drives a commercial motor vehicle upon a highway during a period when the person’s commercial driver license has been suspended, regardless of whether or not the person has other driving privileges granted by this state.

I had Rescinded my OREGON DRIVER LICENSE on my Birthday 1999. Since then, there has been no License to Suspend.

803.300 Failure to register; penalty. (1) A person commits the offense of failure to register a vehicle if the person owns a vehicle in this state and the person does not register the vehicle in this state.

The motorscooter is NOT A COMMERCIAL MOTOR VEHICLE. As a matter of fact, it IS EXEMPT from registration in the Oregon Vehicle Code. See Below

(3) Exemptions from this section are established under ORS 803.305.(23) Motor assisted scooters are exempt from registration.

I ask that a thorough investigation be made into the matter by an outside independent investigator, one not affiliated with the Josephine County Sheriff's Office, as past performance shows that a constant conspiracy engaged in by the Court Judges, your office and the Sheriffs department in an unbroken coverup of corruption has been evident for the last 7 years. I ask that the matter be referred to the Josephine County Grand Jury for indictment, and that I be allowed to testify before the Grand Jury to apprise them of all the facts regarding this and past crimes committed by the Sheriffs department..

When the investigation is completed you may call me for an appointment to sign the affidavit of Criminal Complaint/Information.

At the end of this matter, wherein Deputy RAREY meets with Due Process for his deliberate and intentional crimes, and all bogus information as to Suspension and damage to my reputation via such vicious Law Enforcement attacks under Color of Law has been removed from the Police computer, Justice will be served and we may close this 7 year campaign of Tyranny against this Living, Breathing, Flesh-and-Blood, Sentient, Natural Man of the Sovereign People.,

rk: Since the STATE does not hold the motorscooter in Trust via the Licensing Procedure they do not have supreme claim and therefore OWN the bike, as they do your cars, trucks, homes, children, your labor, YOU!.

rk: When such travel conveyances are sold at the dealership, the Manufacturer's Certificate of Origin goes to the STATE which then issues a corporate license plate to the purchaser while the STATE owns the automobile/bike. All the while the "duped" purchaser is saddled with the payments in return for a "Certificate of Title" issued by the State. Slick eh?

rk: Since I paid cash for the motorscooter at the Dealership, I asked for, and received the Manufacturer's Certificate of Origin, (Ownership) thereby bypassing the STATE altogether. In other words the STATE/COUNTY did not IMPOUND its own property, the STATE/COUNTY stole my property clear and simple. Tis a Clear case of Theft, Piracy, if you will by state sponsored uniformed Security Pirates (Police/Deputies) who sail the highways in search of Booty for their masters. . I can't help it if the general population has been set up psychologically to be swindled by their own "trusted" STATE officials.

Stick with me folks, your about to see where and how your tax money is being spent here in JOSEPHINE COUNTY..

A little Background: When I discovered in 1999, the massive scam of State licensing of private, non-commercial autos and other travel conveyances, used solely for personal purposes but the State of Oregon which only sells Commercial licenses but will sell Licenses to others who wish to waive their Rights to travel in return for government permission (Privilege) to drive, I, an honorably retired Police Sergeant, now in my seventies, rescinded my license and have not had one since. The basis for the rescindment "Lack of Full Disclosure by the State of all Terms at time of Application."

In other words, if your are using your private automobile solely for private purposes and are not engaged in Commerce while using the public roadways, you are not required to seek permission, or get a license from your government to travel about in you personal activities.

Our Right to Travel in a God-Given Unalienable Right which no goverment can abrogate. However anyone can contract their rights away, thereby converting it into Privilege. That is the conditioning which entraps one into a web of rules and regulations which are designed to regulate Commerce on the roadway.

Now pay attention folks, you're about to see the quality of Law Enforcement you are receiving at the hands of Sheriff GIL GILBERTSON'S officers.

On the morning of January 4th approx. 11:30 am, after a short visit with the Shady Acres RV Park Assistant Manager at the office, followed by a quick trip to the Restroom, I was met by two Josephine County Deputies, who had my unlicensed motorscooter boxed in with their patrol cars. Keep in mind the bike was on private property, not the highway. Nor was any contact made with either officer (RAREY AND GEIGER) on the highway prior to, or after my visit to town approximately a half hour earlier..

The two Deputies had the scooter boxed in with their patrol cars. Keep in mind, we are on Private Property, wherein the police have no enforcment jurisdiction when it comes to traffic enforcement.

A motorscooter is NOT A COMMERCIAL MOTOR VEHICLE, and, as you can see is exempt from registration.

OREGON LAW CONTINUES:
811.175 Violation driving while suspended or revoked; penalties. (1) A person commits the offense of violation driving while suspended or revoked if the person does any of the following:

(a) Drives a motor vehicle upon a highway during a period when the person’s driving privileges or right to apply for driving privileges have been suspended or revoked in this state by a court or by the Department of Transportation.

(c) Drives a commercial motor vehicle upon a highway during a period when the person’s commercial driver license has been suspended, regardless of whether or not the person has other driving privileges granted by this state.

My License was rescinded by me in 1999. Since that time, there has been NO LICENSE to Suspend.

Prior to my coming out of the restroom, Deputy GEIGER stated to the Assistant Manager of the Park: "Maam, you might want to step back, this could get messy." Geiger was seen to have his hand on his gun.

They called me by name and said they were going to impound the motorscooter as I was seen driving it earlier and my license was suspended. I advised them they were operating under false information on the police computer, I had no license to suspend.

I got on the bike, put my hands on the handlebars, and both deputies came down on me grabbed my wrists and forced them behind my back, handcuffing me while I was still sitting on the bike. They told me to get up off the bike, but I was unable to do so as I am still stiff and recovering from a broken leg/ankle. They pulled me off the bike and it was rather painful between the tight handcuffs and the leg. They kept me cuffed until the Tow Company arrived to remove the bike from the private property. Once the bike was taken, they removed the cuffs and told me I was free to go. I told them I wanted them to arrest me so that I could see the Judge and get this JURISDICTION question answered, a question which they have refused to answer for the last seven years.. They refused to arrest me. It seems they were just interested in generating monies through the $100.00 impound fees.

Now folks here is when you get to see your Deputies committing crimes while their PR (Public Relations) oriented Boss is telling you they are there to protect you.

I point you to ORS 153.990 above: Deputy RAREY committed a crime by deliberately falsified information on the Citation when he listed the location of the impound/theft as Hwy 199/RockyDale Dr. as the motorscooter was impounded on PRIVATE PROPERTY, i.e., the Shady Acres RV Park. This was done to cover up the fact that he was impounding (Stealing) the motorscooter from PRIVATE PROPERTY, where he has NO JURISDICTION to do so. When this was brought up to Deputy GEIGER, HE claimed they had 1(one) year to act after seeing the motorscooter on the highway. Being a retired Police Officer myself, such statement was recognized as being total nonsense, yet this seems to be the kind of law enforcement being exercized in JOSEPHINE COUNTY.

I have since filed Criminal Complaints against Deputy RAREY with JOSEPHINE COUNTY DISTRICT ATTORNEY STEPHEN D. CAMPBELL,
for Oregon Revised Statute 164.395 Robbery: 153.990 False Certification, and their assault upon me in removing me from the bike while handcuffed. Another impossible task, for DISTRICT ATTORNEY CAMPBELL has refused to act upon prosecuting criminal acts committed by JOSEPHINE COUNTY DEPUTIES. . They can only do this because the taxpayers are kept unaware of these matter via control of the press.

rk: She did not witness the content of the Citation. The Citation is prima facie evidence of the falsification. However, She witnessed the entire event occuring on RV Park property as did other tennants. . Ray
